the ubc in pa with the help of pa labor and industry are telling people that want to come into the union that the have to serve a 90 day probation period and that the union keeps all the fringe benifet money. when complaints are mede to l&i the helpless average worker is told that it is legal and that the union can keep the fringe money out of the prevailing wage rate even after refusing membership to the worker.
